Abstract Of Title

The consultation which means to consult with an expert in the case of an individual or society is faced any problem. Moreover the term council explains that to make a decision about significant issues after discussing about it in an assembly which contains experts. This term has been interpreted from the early centuries until now. This PhD thesis will try to evaluate and investigate this interpretation process with regard to its compatibility with the principle of the Shura (counsel) which the Qur?an and the Holy Prophet would have tried to place. This thesis will also emphasize that what factors affected the understanding of the commentator of the Qur?an about the term counsel (shura) on the one hand and on the other how contemporary commentators of the Qur?an should exhibit a behavior in response to these Qur?anic verses. Thus in this thesis we tried to evaluate the answers to these questions in the main sources and contemporary researches about interpretation of the Qur?an.Our thesis is composed of an introduction and four chapters. In the introduction, the situation of counsel (shura) before the period of divine revelation in the Arabic culture and its linguistic meanings were investigated. In the first chapter by investigating the conceptions of the counsel (shura) in the period of divine revelation (Qur?an and sunne) it is tried to establish the accurate understanding of the counsel (shura).In the second chapter first period counsels ( in holy prophet, Rashıd Halıfes, Emevis) were examples investigated. In third chapter commentaries of before age comment conceptions of counsels were investigated.In the fourth chapter by analyzing the differences of the interpretations of the counsel (shura) and pointing out the differences between the modern age and the first period the reasons of the different perceptions are emphasized.
