We see that the education is concentrate especially on adults in early years too. Adult education constitutes an important part of education today as well. Adult education, which also attracted the attention of religious educators, began to be studied after the 1970s and important steps were taken in the development of adult religious education. Adult religious education can be given to adults in our country through formal and non-formal education. Especially young adults are given religious education in secondary education and theological faculties. Adults who do not have the opportunity to receive formal education are also given religious education through non-formal education through mosques, public education centers and Qur'an Courses. The main problem in this study is to evaluate the impact of the needs-oriented Qur'an Courses curriculum according to opinions of the adult ladies about their needs for this education, their problems, their perception and expectation conflicts, their satisfaction with the education they received and their views on the educational processes. The main purpose of the study is; to evaluate the 'Needs-Oriented Education Program' for adults in the Qur'an courses for adults. In this context, it is aimed to determine the needs, expectations and problems regarding religious education services for adults by taking advantage of the opinions of the teachers and students of the Qur'an course. The lower objectives are; The expectations and complaints of the teachers such as whether the "Needs-Based Education Program" is suitable for the developments in science and technology, the needs and expectations of the society, the changes and developments in the subject area, etc. To examine the issues, to determine the physical, social and psychological problems of the students and teachers within the framework of the course activities in order to increase the quality of the program and to offer solutions and to determine the physical and social status of the courses. This study will firstly contribute to the field of religious education, together with the proposed solutions, by examining and evaluating the problems stated by the needs-oriented education program applied to adults within the scope of adult religious education. In practice, it will also provide ground-based data on improving education in the Qur'an Courses and mosques where adult religious education is conducted and evaluating the current program in the Qur'an Courses. These data are important in terms of the usefulness of religious education practices to be provided by Religious Affairs Administration for adults during the planning and implementation stages. In the study, answers were sought to the following questions; "What are the satisfaction status of the adults participating in the Qur'an courses regarding the Needs-Oriented Curriculum?", "Is the Needs-Oriented Curriculum implemented in the Qur'an Courses sufficient to meet the needs of teachers and students?" and "What are the suggestions of the teachers and students for the missing issues in the program?" The findings were divided into two as instructors and students, and each section was divided into sub-titles, and factors affecting the implementation of the Qur'an Course curriculum were identified and evaluated, and solutions were tried to be offered. While the data were collected using qualitative and quantitative methods, the analyzes were made based on the qualitative research method. The evaluation process in this study is rather a formative evaluation process. Stake's conformity-probability model, which is one of the evaluation models, was used in the curriculum evaluated with the opinions of the instructors and students. In the 2016-2017 academic year, there are 293 Qur'an Courses in Osmaniye. While 172 of these courses have permanent teachers, the rest have honorary teachers and approximately 4319 adults receive religious education. The working universe of this research consists of the teachers of the Qur'an Courses in Osmaniye. During the preliminary research phase of the study, 136 teachers were surveyed. In addition, 18 students in the Osmaniye Province Toprakkale District Kışla Qur'an Course and a total of 15 instructors working in Osmaniye Center and various districts are the working groups. As a result of interviews with teachers and students, descriptive analysis was carried out while analyzing qualitative data. Firstly, the data are categorized into themes and the results are tried to be revealed. Tables are used for the data that are tried to be visualized. In this way, it is aimed to understand the data more easily. As a result of the findings obtained in the study, the following results were obtained for the questions sought: The teachers stated that the curriculum was not fully implemented in the courses. They stated that this was due to their students, the physical structure of the courses, their relationship with the muftiate, and the fact that the subjects in the curriculum were not suitable for adult education. In addition, the teachers were asked for solutions to the deficiencies they stated. Students, on the other hand, as factors affecting the implementation of the curriculum; they stated their personal characteristics, their relations with other students and their teachers, the aspects of the program that are not suitable for them and the physical structure of their courses. In addition, solution suggestions were asked about the deficiencies they stated. As a result of this evaluation, it has been observed that the needs-oriented curriculum was not fully implemented in the Qur'an Courses. It was concluded that the objectives, gains, content and methods determined in the program should be arranged in a way suitable for adults, in addition it was concluded that the teachers of the Qur'an Course, which mainly provide adult religious education, should be trained especially in adult psychology, adult religious education and guidance and suggestions were made.
